CIC will likely start accepting applications again in early 2013 when proposed changes to FSWP selection criteria take effect.

Overview: Federal Skilled Worker Visa

The Canada Immigration Points, Canada PR Federal skilled worker visa is designed for professionals with the qualifications, skills or experiences to fill Canada's skill shortages and contribute to the Canadian economy. To meet the 2008 immigration plan, Canada calls for the admission of 240,000 to 265,000 new permanent residents.

Applicants for this visa must demonstrate that they meet the minimum visa requirement which includes having work experience, one year of which should in a designated occupation, a job offer from a Canadian employer, or be a foreign worker or student currently living in Canada.

Additionally, applicants are required to meet the points based assessment. The Canada Immigration or Canada PR Skilled Worker Visa point’s selection system requires a pass mark of 67 out of 100 points and is assessed on six main factors including age, education, work experience, language ability and adaptability.

Successful applicants are granted a permanent residence visa and are entitled to live and work in Canada without any restrictions.

Canada Immigration or Canada PR Federal skilled worker applications received on or after February 27, 2008 are now assessed for eligibility according to a set of criteria issued by the Minister of Citizenship, Immigration and Multiculturalism.

On June 18, 2008, the Government of Canada had introduced changes to the immigration act to shorten the time it takes to immigrate to Canada. The process time has greatly reduced to only 6 -12 months now. The processing time is determined by the applicant’s occupation. If a decision is not made on the case in 24 months, the application fee is refunded by the Canadian High Commission.

Eligibility Requirement

To be granted permanent residence under the Canada Immigration Canada PR federal skilled visa category, applicants should prove that they have at least one year’s continuous employment in the past 10 years in one of 38 qualifying occupations and meet the points based assessment.

The applicant must attain a minimum pass mark of 67. Applicants are assessed on six main factors including age, education, work experience, language ability, arranged employment and adaptability.

To be eligible to apply for the Canada Immigration Canada PR Federal Skilled worker visa, the applicant must have

• must have an offer of arranged employment, or
• must be a foreign national who has been living legally in Canada for one year as a temporary foreign worker or an international student,(Not applicable now) or
• must be a skilled worker who has at least one year of continuous full-time paid work experience or the equivalent in part-time continuous employment in one or more of the occupations listed and
• must have the work experience must be Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades) on the Canadian National Occupational Classification list, and
• must have had this experience within the last 10 years.

Funds Requirement for Canada Immigration Canada PR

In addition to scoring at least 67 points and having experience in one of the 29 occupations, successful applicants must show that they have enough money to support themselves and their dependants after arrival in Canada.

Application Processing Fee

Applications made under the Canada Immigration Canada PR Federal skilled worker category found not eligible according to the specified criteria, will be informed of the decision. The processing fee may or may not be refunded, as per the discretion of the immigration officer.

Right to Permanent Residence Fee

The right to permanent residence fee should be paid if the application to immigrate as a skilled worker is approved. The fee must be paid before Citizenship and Immigration Canada issues the permanent resident visa. This fee is refundable if the applicant chooses to cancel the application or if he/she chooses not to use the visa.
