Highlights of Ontario Immigrant Nominee Program

  • Ontario PNP has nine streams to welcome immigrants.
  • In 2021, Ontario welcomed nearly 49% of new permanent residents in Canada.
  • Most newcomers pick Ontario as one option to settle due to its largest economy and fully developed support systems.

Ontario holds OINP draws at regular intervals through the Express Entry-linked Human Capital Priorities stream. The province has the largest PNP allocation and it also includes North America, Toronto, Ottawa, and Waterloo region as the tech hubs. There are nine different pathways to getting settled in Ontario using Ontario Immigrant Nominee Program (OINP).

 

What is Provincial Nomination?

Provincial Nominee Program (PNP) is created to help provinces attract and welcome immigrants who can help and support local labor force needs. Suppose a candidate satisfies the set criteria by pathway and is nominated by the Province. In that case, they can add this nomination to their permanent residence application to Immigration, Refugees, and Citizenship Canada (IRCC).

 

What is Ontario Provincial Nominee Program?

Due to its existing huge immigrant population, Ontario was one of the last provinces to introduce PNP in 2007. This created many opportunities for the newcomers to Canada to establish themselves within the Province. This PNP allowed Ontario to select candidates who fit well to fill in the gaps in the workforce. Except for Quebec and Nunavut, each Canadian Province and Territory operate their own PNPs.

 

What categories does Ontario offer?

Ontario province has four different streams of provincial nominations. Each stream is divided into sub-streams, making a total of 9 immigration pathways for Ontario.

Human Capital Priority Streams

Human Capital priority streams operate in alliance with the Express Entry application System. The applicants eligible for the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC) are also eligible for a provincial nomination in Ontario, provided the applicants need to give the intention to settle in the Province.

Human Capital Priorities Tech Draws

There are six technology sector occupations for the tech draws which comes under the Human Capital Priorities Stream. Candidates who want to submit an application under this stream should have experience in any one of the following six occupations given in the table with NOC code:

General requirements for Ontario HCP

The general requirements for Ontario HCP can be found below:

  • Candidates have to apply through FSWP or CEC under federal Express Entry system.
  • Applicants should have at least one-year experience in the related field under the NOC occupation level 0, A, or B.
  • Candidates need to have a Bachelor’s degree or higher that they have earned in Canada.
  • The language proficiency level should be minimum CLB 7 level in English or French.
  • Candidates should have the intention to live, work, and settle in Ontario.
  • Proof of settlement funds
  • Minimum CRS score as per the Express Entry draws

French Speaking Skilled Worker Class

Ontario offers the French-Speaking Skilled Worker Class based on work experience, education, and proof of funds. Candidates with high skills and a Canadian Language Benchmark (CLB) of 7 in French and 6 in English.

Skilled Trades Stream

The applicants eligible for Express Entry by using the Federal Skilled Trades Program (FSTP) are eligible for provincial nomination through the Skilled Trades stream. The candidates need to have one-year work experience within their trade, and this trade must be listed in National Occupational Classification (NOC) codes Minor Group 633 or Major Groups 72, 73, or 82.

 

Employer Job Offer Category

If the candidate is not eligible for Express Entry, then they can submit an Expression of Interest (EOI) to the Province through a nomination in other categories. The EOI applies when applicants apply directly to the provincial government for nomination.

Job outlook in Canada for 2022

 

An Expression of Interest (EOI) notifies the government of Ontario that you need to be invited to apply. If you choose these pathways, you will have only the choice to apply for OINP if you get an invitation. To submit an EOI, one needs to complete an attestation form on the same day to the Province that you have met the criteria for the program you have chosen and rest everything that is listed in EOI is true. It would be best if you waited for the invite to apply from the Province for the nomination.

Employer Job Offer: Foreign Worker Stream pathway

This pathway is advised for foreign workers who are abroad and have a job offer from an Ontario employer. The opportunity you get must be under NOC codes 0, A, or B, and one should provide a license or two years of work experience in the same occupation.

Employer Job Offer: International Graduates

This stream is for the applicants who graduate from universities in any foreign country and who have received a job offer from an employer in Ontario. And the opportunity must be listed under NOCs 0, A, or B.

Educational requirements:

If the candidate has studied at least a full-time two-year degree or diploma or Suppose the candidate has studied for at least a full-time degree or diploma. The applicant needs to submit this completed degree as an admission requirement.

Employer Job Offer: In-demand occupations

Experienced skilled workers from Canada or abroad whose skill comes under NOC C or D can apply for nomination. If the applicant has the necessary experience in occupations with huge requirements for the occupation that needs more workers in Ontario. The The occupations listed slightly differ depending on if the offer of employment is inside or outside of the Greater Toronto Area (GTA). Occupations are applicable anywhere in Ontario, including the GTA:

Masters and Ph.D. Categories

The remaining two programs are specifically designed for masters and Ph.D. students who have graduated from Ontario colleges or universities and plan to settle in the Province. The Master’s Graduate stream needs at least a year of study at any authorized Ontario University and graduation program. Ph.D. needs to finish at least two years of study program in Ontario. For both streams, candidates should have lived in Ontario for a minimum of one year in the past two years.

 

Entrepreneur Category

Candidates applying for the entrepreneur category also need to submit an EOI; if they have received an invitation to apply need to attend a mandatory interview and also sign a performance agreement. If they succeed, they will be issued a temporary work permit to move to Canada. Later, they need to implement a business plan within 20 months of their arrival.

 

Conclusion

The current immigration retention rate for the immigrant is over 93%. This is due to PNPs and OINP’s successful establishment to welcome newcomers. Ontario has already issued approximately 9,000 invitations to apply through provincial nominations, and this record is expected to increase in 2022.
