An EU Blue Card and a Highly Skilled Migrant Permit (HSM) are residence permits for highly qualified and skilled non-EU citizens. An EU Blue Card is a residence and work permit for skilled non-EU nationals, allowing them to reside and work in any of the EU member state countries. The Highly Skilled Migrant Permit (HSM) lets individuals from non-EU/EEA or Switzerland with specialized skills come and be employed in the Netherlands. While the two may seem similar, they are two different programs.
