The aim of creating an educational credential assessment (ECA) is to help aspiring Canada visa holders prove that their foreign education, like a certificate, degree, or diploma (or any other educational qualification), is genuine and can be considered on par with the one that Canadian students get.
Applicants need to obtain ECA, especially those who want to migrate to Canada, to register in a college/university for a certificate/degree/diploma program there when they apply for the Atlantic Immigration Program (AIP).
Qualifications of candidates having ECAs are considered adequate in Canada and are treated as equivalent to that country's certifications. Furthermore, with an ECA, applicants can add to their registration score. For example, an ECA will help those applying for a visa to Canada, as it would add points to their Express Entry registration/Skills Immigration. Also, applicants of ECA will require their BC PNP Express Entry and BC PNP applications if their IRCC Express Entry report wants it.
Applicants of ECA reports need to prove that the certificate/degree/diploma is equivalent to a finished high school or secondary school in Canada or that country's post-secondary qualification. They need to submit an ECA for any type of foreign educational credentials that will make Canadian immigration authorities consider.
But it is finally the applicants who should decide the educational qualifications they want to be evaluated by an official body. Only after this is done will the Canadian immigration authorities accept the ECA. The immigration authorities of Canada will decide for the official organization a scheduled date on or after which the organization can issue the original ECA report. When applied, the report needs to be less than five years old.
All the applicants of PR visas who have been educated outside of Canada need to get their ECA if they apply to the Federal Skilled Workers Program (FSWP) or are looking to obtain points for the education they received in a country outside of Canada.
Applicants, who have done their degrees, diplomas, or certificate courses in Canada, do not need an ECA. If the applicants plan to take their spouses or partners to Canada along with them, they must get ECAs for them.
Those with ECAs will see points being added to their Comprehensive Ranking System (CRS) scores. It will also enable them to gain points as per the educational qualifications essential to their CRS scores. An ECA is required for the highest academic qualifications completed. For example, applicants who have finished a postgraduate degree would require ECAs, particularly for only those courses and not any others they have completed. If applicants have at least two credentials for ECAs, they would need credentials for both of them.

Be aware that Immigration, Refugees and Citizenship Canada (IRCC) will admit only assessments that are distributed on or after the date the organizations were designated to issue ECA reports for immigration applicants.
It is suggested that you opt for an organization that is based on your profession. The World Education Services (WES) is one of the more well-known organizations for assessing ECAs. More than providing ECAs for degrees and diplomas finished in foreign countries, this organization verifies that your documents are authentic. Only after determining their validity will the issuances begin for the equivalency report that will help you in obtaining the points required in your application for Canadian immigration.
