EIU publishes the Global Liveability Index every year. It assesses the living conditions across 140 nations in the world based on 5 factors. These include Infrastructure, Culture and Environment, Education, Healthcare, Infrastructure and Stability. Every city is awarded a score for livability based on quantitative and qualitative factors under each of the 5 factors.
Calgary scored perfect in 4 out of the 5 categories. Its only shortcoming was Culture and Environment. Perfect scores for Education and Healthcare were obtained by Toronto and Vancouver.
