While the immigration levels fell significantly at the beginning of April 2020, due to the COVID-19 public health measures in Canada.
Till June 2021, Canada’s new permanent resident landings were short, and later it picked up and is now trying to achieve the country’s immigration target for 2021. Canada aims to welcome 401,000 new immigrants annually beginning from 2021, as per the Immigration Levels Plan 2021-2023.
During the period from January to August, Canada has landed about 222,000 immigrants, which means it needs to welcome 179,000 new immigrants more. This counts to 45,000 on an average per month for the rest of 2021 to achieve the target.
Key points to achieve the Canada's immigration target
The goal appears lofty but can be easily achieved due to the following reasons:
During the first half of 2021, the IRCC took significant steps to shore up Canada’s ability to achieve the goal. This includes the largest Express Entry draw in history held on February 13, 2021, which invited 27,332 candidates to apply for permanent residence in Canada. As per the IRCC estimates, 90 percent of the candidates are living in Canada amidst the pandemic.
Among these draws, Express Entry is the main and easiest way for skilled workers to migrate to Canada. This draw was recorded nearly six times which is greater than the previous Express Entry invitation recorded.
The Express Entry draws remained large throughout the first half of the year, and later IRCC focused on Canadian Experience Class (CEC) program candidates, who are in Canada right now and looking for
Express Entry draws remained large throughout the first half of the year, with IRCC focusing on Canadian Experience Class (CEC) program candidates, given they are mostly in Canada right now and hence, are less likely to see their immigration process interrupted due to the pandemic.
In addition, in May, IRCC launched six temporary immigration streams that will allow some 90,000 candidates currently living in Canada to transition to permanent residence. According to the IRCC memo obtained by CIC News via access to request, the Canadian government reveals such significant steps by IRCC are unsurprisingly part of a coordinated effort to land 401,000 immigrants this year.
The Canadian government argues that these levels of immigration have played a vital role during the country’s post-pandemic economic recovery.
Other factors
The other key reasons which help to achieve the immigration goal in 2021:
In addition to this, IRCC takes few more steps like:
Easing of travel restrictions for all the approved permanent residents
lifted flight ban on India, by far its leading source country of new immigrants
Even though the country falls short in achieving the goal, its flexible immigration levels plan to increase its newcomer intake in the coming years 2022, 2023 to compensate for this target.
