Germany was the top EU country to grant the highest number of EU Blue cards in 2023. The country gave around 69,353 EU Blue Cards, 77.9 percent of the total cards issued. Most Schengen countries have started implementing less stringent rules to make it easy for non-EU foreign workers to work there. Countries like Greece, Estonia, and Croatia have recently introduced flexible EU Blue Card policies for non-EU workers.

Indians received nearly one-quarter of the overall EU Blue Cards granted in 2023. A total of 21,228 Indians obtained an EU Blue card, which is 23.8% of the total cards issued. Citizens of Russia and Turkey took second and third place, respectively, for receiving the most EU Blue Cards in 2023.
