The Government of Canada is dedicated to an asylum system that is well managed, final, fast and fair. It has thus removed all the nations from the DCO - Designated Country of Origin list. This effectively suspends the policy of DCO that was launched in 2012. It is until this can be removed through legislative changes in the future.
The DCO list had 42 nations in it. The claimants from these nations were earlier subject to 6-months ban on Work Visas. They were also prohibited from appeals at the Refugee Appeals Division. These also had restricted access to the Interim Federal Health Program. A 36-months ban on the Pre-Removal Risk Assessment was also imposed on them.
The policy of DCO failed to fulfil its aim of discouraging the abuse of the asylum system. It also failed in faster processing of asylum claims from these nations. Moreover, many decisions of the Federal Court struck down some of the provisions of this policy. The rulings said that these were in contravention of the Charter of Rights and Freedoms in Canada.
The elimination of nations from the DCO list is a policy change in Canada. It does not reflect any change in the nation conditions for any of the nations formerly on the list. Claimants from former DCO nations whose decision on their claims is pending need not take any action. These claims will continue to be processed by the Immigration and Refugee Board as efficiently as possible.
Every claim for asylum is distinct and is decided as per the law by an autonomous decision-maker. This is based on the individual merits of the case and the evidence presented, as quoted by the CIC News. The de-designating of nations of origin does not have an impact on:

• The decision outcomes at autonomous Immigration and Refugee Board of Canada
