Canada's immigration Minister, Marc Miller, set a limit for study permit applications for international students in 2024. Canada originally aimed to welcome 485,000 new international students in 2024. This number is based on the number of study permits expiring in 2024. Around 20% of students apply for extensions every year, including 97,000 study permits. Therefore, IRCC targets 364,000 study permits.
The cap of 606,000 study permit applications anticipated for 2024 is based on the national approval rate of 60% for study permit applications.
Marc Miller introduced a new plan called the Net Zero First Year Growth Model to keep the number of international students steady. This model aims to equalize the number of international students enrolled in 2024 to the number of students whose permits are set to expire at the same time.

Certain international students pursuing primary and secondary education are exempt from this cap. By reducing the estimated volume of these exempt groups from 2024, a final target of 236,000 approved study permits was determined. This identifies approval of 393,000 study permit applications for the upcoming year.
Under the national cap, 552,000 study permit applications have been allocated to Canadian provinces and territories. These allotments are anticipated to result in approximately 292,000 approved study permits.
