The IRCC released the Immigration Levels Plan 2025-2027 on October 24, 2024, which states that the country is planning to welcome 1.1 million immigrants by 2027. The plan includes PR admissions target for 2025 and other notional commitments for 2026 and 2027.
As per the latest plan, the country will provide permanent residence to eligible temporary residents already in Canada to bring down the temporary resident population by 5% by 2026.
IRCC considers the following factors while creating the Immigration Levels Plan:
The main objectives of the Canada Immigration Levels Plan 2025-2027 are listed below:
Permanent resident targets: Canada is planning to invite 62% of permanent residents associated with key sectors such as health and trade. The latest plan also targets to provide Canada PR visas to 40% of temporary residents already in Canada. The country will focus on permanent resident programs like family reunification, Canadian Experience Class, regional immigration programs, and programs that attract French-speaking professionals and those associated with key sectors such as healthcare while selecting candidates for Canada PR.

Temporary resident targets: The country plans to reduce temporary residents by 5% by 2026 by providing Canada PR visas to eligible temporary residents.
