The number of new PRs to Canada through Parents and Grandparents (PGP) is seeing huge growth year by year. According to IRCC (Immigration, Refugees and Citizenship Canada) data, Canada welcomed 18,825 new PRs through PGP which was up by 13,180 in just 8 months people compare to last year. The performance of PGP is stronger than in 2019, 2020, and 2021. Considering the current trend of PGP immigration, Canada plans to welcome 28,237 PGPs as new PRs by the end of 2022.

The projected PGP candidates this year are 132.8 % higher than last year and 24.2% higher than in 2019. Based on the current rate of immigration, Canada’s PGP has already crossed its immigration target for 2022 and also for the next year.
The monthly entries under PGP was fluctuating in the months of 2022. The table below shows the number of PGPs entered in Canada.

The PGP target range was set from 19,000 to 31,000 new PRs for 2022 and the current rate of immigration is still under the same range. Canada welcomed 406,025 new PRs in 2022 which includes 11,740 people through PGP.

Most businesses were shut down due to COVID-19, immigration decreased by 45.9% and the number of sponsorships also came down under PGP. Post-pandemic, Canada has increased its immigration targets based on the Immigration levels plan 2022-24.
By the end of August months, the country has already permitted a total of 309,240 new PRs which means an average of 38,655 per month, and is expecting a total of 463,860 new PRs by end of 2022. The immigration targets for 2023 and 2024 are 447,055 and 451,000 new PRs respectively. Hence there is a high scope of sponsoring more PGPs to rejoin their family in the next years.
The PGP program allows Canadian PRs and citizens from outside Quebec to sponsor their parents and/or grandparents to become the PRs of Canada.
IRCC operates a lottery system for the PGP program with the country’s citizens and PRs to submit an ‘Interest to Sponsor form’ before being in the pool. IRCC performs draws randomly from the pool and provides ITAs (Invitations to Apply). The applicants or the sponsors and their parents and/or Grandparents need to submit the completed application for PR in 60 days.
The sponsors also need to To agree to be financial support to the parents and grandparents for 20 years from the date they have received permanent residence & Pay back the government for any social assistance got paid out to the parent and grandparent during the time.

Sponsors who are living in Quebec need to meet the immigration sponsorship requirement of Quebec after getting approval from IRCC. MIFI (Ministry of Immigration, Francisation and Integration) evaluates the sponsor’s income and needs a signed agreement. The sponsors can get their parents and grandparents under PGP either related by blood to adoption. Brothers and sisters of sponsors are eligible only if they qualify as dependent children. The current sponsorship application processing time for parents and Grandparents is 37 months. It includes the time required to provide biometrics also.
Canada has already processed 23,100 invitations to apply to the potential sponsors under PGP recently. There were around 182,113 potential sponsors in the pool, reveals IRCC. Immigration authorities have received 1500 completed applications from the invitations which were sent between the dates October 12 and 20. The applicants who received invitations must file a completed application in 60 days.
