The rules and restrictions related to the COVID-19 pandemic have been eliminated and Canada has made plans to welcome a large number of immigrants, students, and temporary foreign workers from different countries.
Canada has set restrictions due to the COVID-19 pandemic and newcomers were not allowed to migrate to Canada. People whose permanent residence permits and study permits have been approved before the pandemic were allowed to come to Canada.

Individuals who got the approval under the Temporary Foreign Worker Program were also allowed to enter Canada during the pandemic. Canada has uplifted some of the restrictions in 2021 and this led to an increase in the invitations to the newcomers. It has been estimated that in 2022, more invitations will be sent.

According to the immigration levels plan of 2022-2024, Canada has plans to invite 432,000 permanent residents this year. IRCC is giving preference to Federal Skilled Worker Program applications.

Canada has invited around 114,000 permanent residents in the first quarter of 2022. These candidates included the individuals whose status was changed from a temporary resident to a permanent resident. This also included individuals living outside Canada.
There are three factors which lead to increase in the permanent residents of Canada in 2021. The first factor is IRCC has increased the capacity of processing of the applications. The second factor is travel restrictions were removed.

Third factor is the climate of the country. Each year Canada finds an increase in the number of immigrants in Q2 and Q3. This is so because people want to come to Canada in the warm season rather than the colder one.
All these three factors will also influence the invitation to permanent residents in 2022. It has been expected that around 100,000 newcomers will come to Canada with permanent resident status in Q3 of 2022.
