Canada’s Provincial Nominee Program played an important role in 2018. It is expected to continue its run in the months to come.
9 Canadian provinces and territories participated in the 2018 PNP. They had a combined quota of 34,700 nominations for the year 2018. In comparison to 2017, 1,300 more nominations were allocated to PNP. The quota for 2019 is expected to increase. However, the numbers are yet to be declared.
In IRCC’s report to the Canadian Parliament in 2018, it noted that there was an exponential rise in PNP. The PNP was founded in 1996 where only 233 people were admitted through it. For 2018, the target for the PNP was 55,000 under Canada’s multi-year immigration level plans. As compared to 2017, there was an increase of 4,000 places.
Canada plans to admit 61,000 new PRs through its PNP in 2019. The target for 2021 is 71,300, as per CIC News.
Ontario
Ontario had the maximum number of nominations in 2018 at 6,600. It was further increased to 6,850 later in the year. This year the OINP has requested for 7,600 allocations from IRCC.
The Human Capital Priorities Stream of OINP used to consider only those Express Entry candidates who had a CRS of 400 or higher. However, it revised its requirement in 2018 with minimum CRS falling to as low as 350. The OINP announced that it will prioritize candidates who have a job offer or have work experience in specific occupations.
Manitoba
Manitoba launched a new Express Entry- aligned stream in 2018. Like the EE system, Manitoba’s EE stream also uses an EOI system. Between January and July 2018, the MPNP had invited 1,155 EE candidates.
Alberta
Alberta introduced its EE stream in June 2018. The first NOIs were issued on 6th July.
The Alberta EE stream can nominate candidates in the EE pool with a CRS of 300 or above. These candidates should be working in an occupation that supports the economic and diversification goals of Alberta.
Alberta issued a total of 596 NOIs in 2018 through its Express Entry stream.
Nova Scotia
Nova Scotia too created its EE-linked stream called Labour Market Priorities Stream in August 2018. This stream allows the NSNP to select candidates from the EE pool who have work experience in select occupations. Usually, these occupations have an immense shortage in the province.
There was only 1 draw held in 2018 for this stream. 314 invites were issued to EE candidates nominating the occupation of Early Childhood Educators and Assistants.
Saskatchewan
Saskatchewan started using the EOI system for its Skilled Worker EE and Occupations In-demand stream in July 2018.
The SINP issued 1,763 invites to EE candidates through its Skilled Worker EE stream in 2018. The Occupations In-demand sub-category issued 2,317 invitations in 2018.
Prince Edward Island
In 2018, PEI revamped its EOI system. PEI welcomes EOIs from candidates in the EE pool who do not have an employment offer in the province. However, people living and working in PEI are prioritized.
