Canada is planning to set limits for temporary residents. The number of temporary residents will be reduced to 5% of the population, compared to the current 6.2%.
Immigration minister Marc Miller said the number of temporary residents will be reduced over the next three years, with the first cap to be set in September. This cap will be applied to foreign workers and asylum applicants. As of 2024, nearly 2.5 million temporary residents are in Canada, which is one million more than in 2021. Canadian businesses must reduce the number of temporary foreign workers by May 1st.
Construction and healthcare are two sectors facing a shortage of laborers in Canada. Therefore, temporary workers will be allowed to enter Canada at the current level until 31 August 2024.

According to Statistics Canada, in 2021, around 40% of temporary residents had a work permit, 22% had a study permit, and 18% had asylum applicants. The rest were a combination of visas of family members of temporary residents.
Mr Miller said Canada has also set a limit on the number of international students for the next two years. This will reduce 35% of study permits. Around 800,000 international students were in Canada in 2022, an increase from 214,000 a decade earlier.
