The Canadian government announced a number of initiatives aimed at increasing Francophone immigration outside Quebec. This strategic move is a part of the Action Plan for Official Languages 2023–2028, and is funded by Immigration, Refugees and Citizenship Canada (IRCC) with an investment of $137 million to increase minority Francophone communities across the country.
These actions will increase the number of French speakers in Canada and include:

The number of French-speaking individuals outside Quebec is decreasing. The Canadian government's Action Plan for Official Languages 2023–2028 attempts to reverse the decrease and, FISP is one of the initiatives that IRCC is implementing to solve the situation.
FISP is a "by and for Francophones" program and it aims to increase Francophone stakeholders in the selection and admission of French-speaking applicants outside of Quebec and to succeed in attracting French-speaking workers in various fields in Canada.

Three streams are funded by the Francophone Immigration Support Program:
Collaborative selection projects stream
This stream's objective is to evaluate programs and to select individuals who speak French through a Francophone perspective. It provides designated entities with the chance to access the expertise of Francophone partners to apply a Francophone perspective to various immigration programs.
Promotion of Francophone minority communities (FMCs) abroad stream
Global FMC promotion is the goal of this stream. These initiatives aim to draw French-speaking applicants who want to immigrate to Canada outside of Quebec.
Case studies, innovation and applied research stream
Evidence-based data about systemic obstacles with respect to increasing French-speaking applicants in immigration programs outside of Quebec can be obtained and shared through this stream. It aims to spread information about methods and practical research on immigration by Francophone by providing assistance for various programs.

Intermediate outcomes focus on increasing French-speaking applicants admitted for permanent and temporary residency programs.
The long-term outcomes aim to encourage the selection of French-speaking permanent residents and the admission of French-speaking temporary residents to promote development and population growth in Francophone communities.
