As per WAM, the Emirates News Agency, on August 17, 2020, the UAE’s Supreme Committee of Crisis and Disaster Management has announced various conditions that will be applicable to residents returning to Dubai.
There are 4 requirements that must be fulfilled by Dubai residence visa holders in order to return.

The clarification by the Dubai authorities is for the procedure that will be followed for returning Dubai residence visa holders that might have been stranded outside the UAE because of flight restrictions related to the COVID-19 pandemic.
As per the Committee, residents that will be returning to Dubai will need a prior approval by the General Directorate of Residency of Foreigners Affairs [GDRFA] – Dubai. Such individuals are required to apply for an entry permit through the website of the GDRFA – Dubai.
A certificate will have to be presented by the returning resident proving that they had tested negative in a valid COVID-19 PCR test both before boarding the plane as well as upon their arrival at the airport.
As reported by Gulf News, according to Dubai Airports a negative COVID-19 certificate will be considered valid for up to 96 hours from the time that the test was taken. Certain passengers might have to undergo another PCR test on arriving at Dubai Airports.
The COVID-19 DXB Smart App will have to be downloaded by all returning residents.
14-day quarantine is not required for anyone presenting a negative test result certificate at the airport. Those tested positive, however, will be required to undergo quarantine for 14 days.
