Number of invitations issued | 183 |

As this was a targeted draw, only candidates from the Provincial Nominee Program [PNP] of Canada were eligible.
Canada's PNP has almost 80 immigration pathways available, many linked with the federal Express Entry System. An Express Entry candidate that is a provincial nominee is guaranteed an ITA from IRCC.
A PNP nomination in itself fetches an Express Entry candidate 600 CRS points.
By CRS here is implied the Comprehensive Ranking System that is used for ranking Express Entry profiles against one another. It is the highest-ranked profiles that are invited by IRCC to apply for Canadian permanent residence.
A tie-breaking rule, of March 04, 2021 at 16:56:20 UTC, was applied by IRCC to Express Entry Draw #178. The tie-breaking rule is only applicable to profiles that have the minimum CRS required.
As per IRCC, “If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.”
Simply put, profiles that have been entered into the Express Entry pool earlier gain precedence over those entered at a later date.
401,000 newcomers are to be welcomed by Canada in 2021. Of these, 108,500 will be through the Express Entry system.
Another 80,800 will gain their Canadian permanent residence in 2021 through the PNP route.
