New changes in Express Entry 2023

 Immigration Refugees and Citizenship Canada (IRCC) has announced a new update for Express Entry which is applicable from 2023. Specific attributes will be considered from now for Express Entry draws.

The Express Entry-related update bill (C-19) was submitted to parliament in June. From the first quarter of 2023, the immigration authorities will invite candidates with in-demand skills or abilities.

Express Entry is a program that selects immigrants who will help in economic success. And the authorities consider improvements in the program to encourage more immigrants.

According to Bill C-19, Canada is designed in such a way that Express Entry candidates will be selected based on the occupational category.

Who will be invited for Express Entry in 2023?

Canada’s immigration authorities are trying to figure out the Invitations to Apply (ITAs) to conduct target draws as of now. After consulting with the provinces and the territories, business councils, and some other stakeholders to evaluate the targeted skilled candidates.

The immigration authorities invite the Express Entry candidates by relying on the needs of economic progress and the workforce shortages which have to be filled on an urgent basis.

For example, in-demand occupations like healthcare and Technology professionals. The job vacancy rate among these sectors reached 6% in October.

The government has been a specific measure to fill in the jobs based on these sectors by announcing programs like Foreign Credential Recognition to fill the vacant jobs at a faster rate.

Why is the Express Entry system changing in 2023?

Canada has chronic workforce shortages due to its low fertility rate and aging population.

Around 9 million Canadians will get retired who are the age of 65 by the year 2030.

Canada finds challenges in filling these positions due to fewer younger Canadians and the vacant jobs have been increasing due to this.

Hence the country depends on immigration as its last resort to hire a workforce and make the economy stronger.

Canada has already set its immigration levels to plan 2023-2025 to grow & maintain its workforce and has targeted around 500,000 new PRS for every year by 2025.

Out of 500,000 new Permanent Residents, 110,000 will be invited through Express Entry programs.

How does Express Entry work?

The Express Entry management system aims to streamline the skilled worker's application processing who apply through the economic immigration programs.

The Express Entry application system has come into effect in January 2015. The candidates will get selected based on their CRS (Comprehensive Ranking System) score. The candidates who have high scores will receive ITAs from the Express Entry application management system.

Factors that considered for CRS points under Express Entry programs

  • Work experience,
  • Education or
  • Language ability

Human capital factors

  • Age or
  • if their family already living in Canada

Each of these factors will be assigned a few points and the candidates who have the highest CRS scores, on the whole, will receive an ITA an Express Entry draw.

Even though the new changed Express Entry targeting occupations, the candidates still need to meet the eligibility criteria for the program.

The CRS score will not be the final factor to decide whether the candidate receives an ITA or not.

From 2023, the Express Entry draw will be tailored for candidates who have a specific education, language, or work experience.
