In the firstdraw to be held this month, a total of 5,000 have been invited through the federal Express Entry system on April 1, 2021. This was another of the program-specific draws by Immigration, Refugees and Citizenship Canada [IRCC]. Only candidates that were eligible for the Canadian Experience Class [CEC] were considered for the latest round of Express Entry invitations. Those invited can now proceed to applying to IRCC for their permanent residence in Canada.

Number of invitations issued | 5,000 |

Invitations issued by date [April 1] | 22,600 [in 2020] | 49,124 [in 2021] |
*CRS: Comprehensive Ranking System, score allotted out of a maximum of 1,200 points while in the Express Entry pool. The minimum CRS cut-off registered a drop from that in the previous federal draw – Express Entry Draw #180 – with a CRS 778 as the score of the lowest-ranked candidate invited. As the previous Express Entry draw was exclusively for those with a nomination under the Provincial Nominee Program [PNP], the CRS was on the higher side. A PNP nomination in itself fetches CRS 600 points for an Express Entry candidate. IRCC applied a tie-breaking rule of February 16, 2021 at 09:51:22 UTC in the latest Express Entry draw. Applicable only to profiles that have the minimum CRS cut-off, a tie-breaking rule grants precedence to profile created earlier as against those created at a later point in time. Hence, CEC candidates that had a CRS score of 432 and above received Invitations to Apply [ITAs] by IRCC on April 1, provided they had created their profile before the data and time specified in the tie-break.
About the CEC
One of the three economic programs managed by IRCC through the federal Express Entry System, the CEC is a Canadian permanent residence category specifically for individuals that possess skilled work experience in Canada. The CEC is targeted at –
with qualifying Canadian work experience. There is no education requirement for the CEC. The minimum requirements to be met by an individual in order to be eligible for the CEC are – [1] meeting the required language levels, [2] having a minimum of 1 year’s – within the 3 years prior to applying – skilled work experience in Canada, and [3] the work experience should have been gained by working in Canada on a temporary resident status with the authorization to work overseas in Canada.
As per Canada’s National Occupational Classification [NOC] matrix, by “skilled work experience” is meant experience of working in either Skill Level 0 [zero], Skill type A, or Skill Type B. With the latest round of invitations, Canada has invited a total of 49,124 so far in 2021. By the same time in 2020, IRCC had issued 22,600 ITAs. The 49,124 invitations within the first quarter in 2021 is by far the greatest number of ITAs by IRCC in a quarter since the launch of the Express Entry system in 2015.
