Express Entry: Another PNP-specific draw held, 940 invited

The federal government of Canada has held another round of invitations under the Express Entry system, managed through Immigration, Refugees and Citizenship Canada [IRCC].

 

On June 9, 2021, a total of 940 invitations have been issued by IRCC to Canada immigration candidates in the Express Entry pool of candidates that have a nomination under the Provincial Nominee Program [PNP].

 

A PNP nomination in itself is worth 600 ranking points, also referred to as the CRS score of an Express Entry candidate. By CRS is implied the Comprehensive Ranking System used for ranking profiles in the pool.

 

Those invited can now submit their applications to IRCC for permanent residence in Canada.

 

Applying for Canada PR through the federal Express Entry system is by invitation-only.

 

The previous federal draw was held on May 31, 2021.

Generally, a tie-breaking rule is applied by IRCC to the Express Entry draws that are held from time to time. In the latest Express Entry Draw #191, IRCC applied the tie-breaking rule of February 16, 2021 at 09:06:30 UTC.

 

Hence, those Express Entry candidates received an invitation that had – [1] a provincial nomination, [2] a CRS of at least 711, and [3] had created their profile before the tie-breaking rule applied.

 

Express Entry via the Provincial Nominee Program

Provinces and territories [PTs] in Canada that operate a PNP can nominate candidates from the IRCC Express Entry pool. This is in addition to the nomination of foreign nationals through the non-Express Entry paper-based application process for other PNP streams.

 

All provinces [except Quebec] and territories [except Nunavut] in Canada are a part of the PNP.

 

Nunavut does not have a PNP.

 

Quebec has its own immigration programs that are not managed through the federal Express Entry system.

 

Express Entry candidates with a PNP nomination receive CRS 600 points as “additional points”, which is “usually sufficient” for triggering an Invitation to Apply [ITA] at the next round of invitations, subject to that PT’s overall nomination spaces available.

 

As per IRCC, “PTs have direct access to the Express Entry pool through a dedicated portal that allows them to view and nominate candidates in the pool. Each PT has a designated administrator who manages access to the portal for their jurisdiction.”

 

Base versus enhanced PNP nominations

Base Nominations: By a ‘base’ nomination is implied a PR nomination made through a paper-based process outside of IRCC Express Entry.

 

Enhanced Nominations: PT nominations made through Express Entry are referred to as ‘enhanced’ nominations. Processed online, enhanced nominations are subject to the within 6-months processing standard, for 80% of the applications.

 

Basic Requirements for PNP candidates in Express Entry
A foreign national, for being in the federal Express Entry pool as a PNP candidate, must be able to demonstrate that they – 1.  Have a PT nomination, duly validated by the nominating jurisdiction, and 2.  Meet the program requirements of any 1 of the Express Entry programs [Federal Skilled Worker Program, Federal Skilled Trades Program, Canadian Experience Class] In their Express Entry profile, the candidate must select 1, multiple, or all jurisdictions at the time of identifying the PTs in Canada that they would be interested in settling within. The PT portal allows PTs to view only the Express Entry candidates that have indicated an interest in them.

 

With the latest federal draw, so far in 2021, IRCC has invited 75,000+ to apply for Canadian permanent residence through the Express Entry system in the 21 federal draws held.

 

The Express Entry admissions target for 2021 is that of 108,500.
