Global Pravasi Rishta portal – Connecting 3.12 crore strong diaspora

With a tag line of “Connecting with the Indian Diaspora”, the Global Pravasi Rishta portal endeavors to “connect the Indian diaspora here to avail the new opportunities being generated in India”.

The recently launched Global Pravasi Rishta portal as well as app aim to bring together the more than 30 million Indian diaspora, or ‘pravasis’, currently scattered across the world.

The portal seeks to establish a 3-way communication between the Ministry of External Affairs [MEA] of the Government of India, Indian missions and the diaspora.

It is through the portal that the Ministry of External Affairs [MEA]attempts to set up an effective communication channel that connects the MEA to the Indian diaspora globally.

What are the 4C’s targeted by the MEA in the Global Pravasi Rishta portal?
·         Care for their safety and security ·         Connect with India ·         Celebrate their cultural heritage ·         Contribute to the development of the homeland

According to the 2020-2021 Annual Report of the Ministry of External Affairs – brought out by the Policy Planning and Research Division – “Strategic outreach to foreign media and influencers and to larger global audiences using traditional channels of communication and outreach and social media continued. Engagement with think tanks and academic institutions in the public diplomacy space was intensified.”

On December 30, 2020, the Ministry of External Affairs of the Government of India launched the Global Pravasi Rishta portal and app.   On January 9, 2021, the 16th PravasiBharatiya Divas [PBD] was held in virtual mode.

As per the Annual Report, “Digital platforms are also being integrated into the Ministry’s functioning.”

With the Indian government recognizing the importance of the Indian diaspora and engaging with them – “not just ceremonially, but at every step” – in different ways, the Global Pravasi Rishta portal will also involve taking the opinion of the Indian diaspora on policy issues.

While the portal web interface willbe for the Missions, the mobile app is to be used by the diaspora and the Indian nationals.

The portal provides for the registration of Indian diaspora members such as –

  • Non-Resident Indians [NRIs]: an Indian citizen ordinarily residing outside India and holding an Indian passport;
  • Persons of Indian origin [PIOs]: A person who, though an Indian by birth or descent, is living outside India.
  • Overseas Citizens of India [OCIs]: A person registered as an Overseas Citizen of India [OCI] as per Section 7A of the CitizenshipAct, 1955.

In addition to facilitating the Indian government to connect with the overseas Indian community, the portal, at the same time, will be connecting them to many government schemes – new as well as existing – that might be of benefit to them.

On an estimate, there were around 3.12 crore overseas Indians worldwide. Of these, 1.78 crore were NRIs. Another 1.34 crore were PIOs.
