The National Interest Exceptions (NIE) allow travelers to bypass the COVID restrictions. Most of the countries with approved NIE's, including India, were allowed to travel to the U.S., which would be valid for 12 months with multiple entries.
Currently, India, Brazil, China, South Africa, Iran, the Schengen Area, the U.K., and Ireland have approved NIE's. Along with these, the countries that have approved NIEs with a visa application are also allowed to travel the U.S.

The U.S. also mentioned that travelers, including students granted immigrant or fiance visas, are issued with NIEs. They need not apply to the Consular Section - Ministry of External affairs to obtain NIEs.
Many of the travel bans claimed in Donald Trump's administration continue to remain the same. People with non-immigrant visas like H-1B and L 1 were affected. Later, NIE allowed people to travel to the U.S. for work if they meet specific requirements.
