According to a recent Access to Information Request (ATIP) for 2024, IRCC will conduct more French language proficiency category-based Express Entry draws. The ATIP shows that IRCC will issue 78.5% of all ITAs in 2024 to Express Entry candidates in category-based selection draws. The rest 21.5% of ITAs will be issued in general draws.

According to the 2023 ATIP, French proficiency individuals were given more importance because of the 2021 Labour Market. After the category-based draw was introduced, IRCC invited the highest number of candidates from any category, 17,300 ITAs, since July 2023.
IRCC also noted that inviting more French-speaking candidates would help it meet its mandated target of 4.4% of all francophone immigrants settling outside of Quebec in 2023.
According to the 2024 ATIP 2024, IRCC has developed a plan for Express Entry draws. In 2024, IRCC has conducted one category-based draw and at least one general draw every two weeks, but it is not clear if this pattern will continue throughout the rest of the year.
IRCC invites candidates based on the Immigration Levels Plan set for 2024 to 2026. In 2024, IRCC aims to welcome 110,770 new permanent residents and 117,500 in 2025.
IRCC said that following the introduction of category-based rounds in the 2023 ATIP, the total average CRS score is expected to drop by 10%. This fall is expected to likely help expand source country and occupational diversity, but it also noted that it could negatively affect newcomers' economic outcomes.
Express Entry draws conducted in recent months have shown higher CRS minimum scores for general draws, with nothing lower than 524. Some category-based selection draws have lower CRS scores, such as 336 for a French proficiency draw on February 29.
