Despite COVID-19 special measures, both Express Entry and provincial draws continue to be held. IRCC has confirmed that Canada PR applications are still being accepted and processed.

In a latest draw held on April 9, Manitoba has invited 153 immigration candidates for applying for being provincially nominated for Canada permanent residence.

With this draw, Manitoba has issued a total of 1,676 provincial nomination so far this year.

The invitations – also known as Letters of Advice to Apply [LAAs] – were issued by Manitoba under the Manitoba Provincial Nominee Program [MPNP].

Candidates invited had filed their Expression of Interest [EOI] profile through immigration streams under the MPNP.

In the April 9 draw, LAAs issued for the three streams were as follows –

Stream LAAs sent EOI Score of Lowest-Ranked Candidate
Skilled Worker in Manitoba  123 500
Skilled Workers Overseas    16 742
International Education Stream    14 -

Out of the 153 candidates that received an invitation in the latest draw, 15 were issued to candidates that had their profile in the Express Entry pool

In the present draw, candidates that got an invitation through the Skilled Workers Overseas Stream were directly invited under the MPNP’s Strategic Recruitment Initiative.

To be invited for being provincially nominated by Manitoba through the categories of Skilled Workers Overseas and Skilled Workers in Manitoba, an EOI is to be registered by the candidate.

An EOI is an online profile that is to be filed with the MPNP. Once successfully registered, a score is allotted to the profile. The allotted score is out of 1,000. Points are given based on various factors, such as – education, proficiency in English or French, work experience, connections to Manitoba etc.

Skilled Worker in Manitoba

Candidates that are invited through the MPNP’s Skilled Workers in Manitoba category must fulfil certain criteria, which include, among others, the requirement of having a full-time permanent job offer from an employer in Manitoba.

Skilled Worker Overseas

Under the Skilled Worker Overseas Category, the MPNP selects and issues nominations to skilled foreign workers that can help in supporting the labour market in Manitoba.

For the category of Skilled Worker Overseas, candidates must have an established connection to the province of Manitoba in Canada

By an “established connection” is meant having either –

  • Close family or friends in Manitoba,
  • Previous education in Manitoba,
  • Work experience in Manitoba, or
  • An invitation through any of the MPNP’s Strategic Recruitment Initiatives.

There are certain other requirements that have to be fulfilled as well.

No need to be in Manitoba at the time of applying in order to be eligible.

International Education Stream

Under the category of International Education Stream, MPNP invites those international students that have graduated in Manitoba and have skills that are in high demand in the province.

There are three sub-categories under the International Education Stream –

  • Career Employment Pathway
  • Student Entrepreneur Pathway, and
  • Graduate Internship Pathway

MPNP’s International Education Stream provides a faster route to Canada PR to those international students that have studied in Manitoba.
