The province of Manitoba in Canada has held another round of invitations under the Provincial Nomination Program [PNP], the provincial route to Canadian permanent residence.

On May 27, 2021, Manitoba PNP – officially the Manitoba Provincial Nominee Program [MPNP] – invited a total of 404 candidates in MPNP EOI Draw #117. All of the invitations went out to federal Express Entry candidates. That is, candidates that had declared “a valid Express Entry ID and job seeker validation code”.

A federal Express Entry candidate that is able to secure a PNP nomination – under any of the Express Entry-aligned PNP streams – is allotted 600 ranking points, thereby guaranteeing an invitation to apply by Immigration, Refugees and Citizenship Canada [IRCC].

Invitations to apply issued by the MPNP are also referred to as Letters of Advice to Apply [LAA].

In the latest MPNP draw, invitations were issued only to candidates eligible for the Skilled Worker Overseas pathway that comes under the MPNP’s Skilled Worker Stream.

No invitations were issued to candidates under the MPNP immigration pathway of International Education Stream. Similarly, Skilled Workers in Manitoba were also not included in the draw.

An Overview of the May 27 Manitoba PNP draw
EOI Draw #117   Total LAAs issued: 404 Express Entry candidates invited: 404
Category Letters of Advice to Apply [LAAs] sent Minimum EOI score required
Skilled Workers Overseas   404   Directly invited under Strategic Recruitment Initiative. 601

The minimum points requirement of EOI score 601 registered an over 100-point drop from the previous requirement of EOI score 703 for Skilled Workers Overseas in the May 25 MPNP draw.

Here, by EOI is implied Expression of Interest.

An online profile, an EOI ranking is used by the MPNP for prioritizing candidates applying to the MPNP under –   ·       Skilled Worker Stream: Skilled Worker Overseas, Skilled Workers in Manitoba ·       International Education Stream: Career Employment Pathway, Graduate Internship Pathway, International Student Entrepreneur Pilot   EOI Ranking Points are allotted based on the information provided by the candidate at the time of their EOI registration.   The highest-ranked candidates in the pool are invited – in the MPNP draws that are held on a regular basis – to submit their complete application to the MPNP.

6 specific factors are assessed for the EOI Ranking System of Manitoba PNP – language proficiency, age, work experience, education, adaptability, and risk assessment.

The MPNP seeks newcomers – skilled workers, recent graduates, businesspeople – along with their families that have the “intention and ability” to successfully settle in Manitoba as permanent residents of Canada.

With the latest draw, Manitoba has issued a total of 3,422 LAAs in the 12 MPNP draws held so far in 2021.
