How can Non-EU Tourists apply for a French Health Passport

The French authorities have declared that non-EU tourists who are now tested negative or have been fully vaccinated against the coronavirus disease are eligible to acquire a French health pass, which is valid enough to attend certain events and regions in the country.

According to the French Ministry for Europe and Foreign Affairs, the experts are developing a specific platform that will aid foreign tourists who got vaccinated with either of the vaccines approved by the European Medicines Agency (EMA) or their equivalents and have the COVID-19 certificate, which is effective in the French territory.

“In accordance with the decision by the President of the Republic, Emmanuel Macron, we have put in place with the Ministry for Europe and Foreign Affairs a specific system for non-EU tourists who are already in France to receive a QR code which will be valid as a French COVID certificate,” the Minister of State for Tourism, Jean-Baptiste Lemoyne said.

The same Ministry has reported that initially, the system will only allow non-EU tourists who are presently in France and those who plan to arrive in the latter’s territory on or before August 15.

Therefore, the new arrangement will help all unvaccinated travelers from 18 years and more, unless and until they have been vaccinated in a place or territory other than the EU Member States like Andorra, Iceland, Monaco, Liechtenstein, Switzerland, Norway, England, or Wales.

According to the Ministry, to acquire the eligibility for the French health pass, applicants should get the mentioned papers by e-mail in JPG, PDF, or PNG format:

A vaccination certificate that abides all the legal formalities of the applicant’s residency nation; the certificate must address complete vaccination information along with an EMA-approved vaccine.

  • A valid passport
  • Return plane ticket

The application form is provided at France Diplomacy, embassies, and consulates' websites.

Foreign tourists are allowed to apply. To get a QR code, one has to e-mail the proof of vaccination, one identity proof document, the downloadable application form, and his/her flight ticket.

Once the application is submitted, it will undergo few reviews by French authorities, and next, the QR code will be sent by e-mail. The code doesn’t have any expiry, so one can keep it in printed format or keep it as a soft copy digitally.

When it comes to the non-EU travelers who have not taken any vaccine, they can get a certificate if they show a negative test result. However, this result and test are valid for 72 hours only.
