On December 15, 2020 at 9:58 am EST, the province of Ontario in Canada held its latest round of invitations under the Ontario Immigrant Nominee Program [OINP], issuing “targeted notifications of interest to candidates who may qualify for Ontario’s Express Entry Human Capital Priorities [HCP] stream.”
The previous OINP draw was held on November 12, 2020.
A total of 668 Canadian immigration candidates have received invitations in the latest December 15 OINP draw.
In addition to their occupation coming under any of the 6 targeted National Occupational Classification [NOC] codes, their Comprehensive Ranking System [CRS] score was also required to be between 460 and 468.
Express Entry candidates that have received Notifications of Interest [NOI] can now proceed to submitting their complete applications for a PNP nomination through Ontario.
The CRS requirement has dropped from the CRS score range 469 and 477 required in the previous November 12 HCP draw.
CRS – with a maximum score of 1,200 – is used for the purposes of ranking the profiles in the Express Entry pool. Of the allotted points, while 600 are for human capital factors [age, education, work experience etc.], another 600 come under additional points.
A nomination from any provincial or territorial government under the Provincial Nominee Program [PNP] of Canada gets an Express Entry candidate 600 additional CRS points, thereby guaranteeing that they would be invited in the next federal draw.
As per Immigration, Refugees and Citizenship Canada [IRCC], “To apply for permanent residence under Express Entry, you must first be invited to apply. If we invite you to apply, you will get a message in your account. You can then apply online.”

One of the ‘streams’ or immigration pathways under the OINP, Ontario’s Express Entry Human Capital Priorities Stream provides foreign workers – with the required education, language abilities, and skilled work experience – to apply for living and working in Ontario permanently.
In order to receive an invitation from the OINP through the HCP stream, the candidate must –
Have a valid Express Entry profile |
Receive a NOI from the OINP |
If the application is successful, the candidate will receive an OINP Certificate of Nomination as well as a Nomination Approval Letter, details of which will have to be entered into the Express Entry system.
