Ontario PNP holds first draw under new immigration system

The province of Ontario has held another round of invitations under the Provincial Nominee Program [PNP].

This is the first Ontario Immigrant Nominee Program [OINP], also referred to as Ontario PNP, draw to be held after an overhaul of the immigration intake system by the Ontario government.

Previously, an Expression of Interest [EOI] system was introduced – for 5 OINP streams – by the Ministry of Labour, Training and Skills Development.   The EOI system has been launched for 2 of the streams.  

On May 11, 2021, Ontario PNP has issued 81 invitations to apply to Canada immigration candidates through the Foreign Worker stream under the Employer Job Offer category of the OINP.

An immigration pathway under the OINP, the Employer Job Offer: Foreign Worker stream provides foreign workers – with a job offer in a skilled occupation at either National Occupational Classification [NOC] Skill Type 0 [zero]: management jobs, Skill Level A: professional jobs, or Skill Level B: technical jobs – the opportunity to apply for an OINP nomination for living and working in Ontario permanently.

As per the OINP, the “job offer must be for a full-time and permanent position”. By ‘full-time’ is implied that the job must be for at least 1,560 hours in a year [that is, 30 hours of paid work per week].

The Foreign Worker stream is open for foreign workers from outside as well as within Canada.

With the recent overhaul of the immigration intake system by Ontario PNP, the OINP Employer Job Offer: Foreign Worker stream is now operated under an EOI system.

An individual can only apply for the stream if they have –

  • registered an EOI with the OINP, and
  • received an OINP invitation.

In the May 11 OINP draw, invitations were issued to candidates with an EOI score of 31 and above, along with work experience in any of the targeted NOC codes.

15 health care occupations and 8 skilled trades occupations were targeted in the latest OINP draw.

Health care occupations NOC 3012 – Registered nurses and registered psychiatric nurses
NOC 3112 – General practitioners and family physicians
NOC 3121 – Optometrists
NOC 3122 – Chiropractors
NOC 3124 – Allied primary health practitioners
NOC 3125 – Other professional occupations in health diagnosing and treating
NOC 3131 – Pharmacists
NOC 3132 – Dietitians and nutritionists
NOC 3141 – Audiologists and speech-language pathologists
NOC 3213 – Animal health technologists and veterinary technicians
NOC 3214 – Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
NOC 3215 – Medical radiation technologists
NOC 3216 – Medical sonographers
NOC 3232 – Practitioners of natural healing
NOC 3236 – Massage therapists
Skilled trades occupations NOC 7241 – Electricians [except industrial and power system]
NOC 7271 – Carpenters
NOC 7291 – Roofers and shinglers
NOC 7302 – Contractors and supervisors, heavy equipment operator crews
NOC 7312 – Heavy-duty equipment mechanics
NOC 7313 – Heating, refrigeration and air conditioning mechanics
NOC 7316 – Machine fitters
NOC 7318 – Elevator constructors and mechanics

Those invited must apply within the deadline specified.

Invited candidates must be able to demonstrate that they have the qualifications claimed in the EOI registered with the OINP.
