The Financial Accountability report details international immigrants in Ontario's labour market. This report is limited to international immigrants, which include immigrants sponsored by family, refugees, economic immigrants, and other immigrants. The analysis of temporary foreign workers and international students is not included in this report.

Ontario welcomed a record-breaking 2.2 lakh immigrants in 2022 and 2.5 lakh immigrants in 2023. Immigrants in Ontario have contributed 63% of the increase in Ontario’s labour force. The number of immigrants coming to Ontario is handled in part by the federal Immigration Levels Plan. Each year, IRCC (Immigration Refugees and Citizenship Canada) sets targets for the number of new permanent residents coming to the country. The plan of IRCC is to welcome 485,000 permanent residents in 2024 and 500,000 residents in 2025 and 2026.
A few of these can be allotted by nominations the province receives for its Provincial Nominee Program (PNP). Canadian provinces can choose the economic immigrants through PNP who are the most likely to successfully unite into the provincial economy and put them forward to IRCC. The highest number of PNP allocations is received by Ontario than any other province. In 2023, Ontario had 16,500 allocations, double in 2022.

Among 2.2 lakh immigrants who came to Ontario in 2022, 92% of people were of working age that is under 54. Around 80% of immigrants who were of working age have post-secondary education credentials, and 38.5% have Canadian study or work experience.
The Financial Accountability report states that in the 1980s, 43.4% of people coming to Ontario were economic immigrants, increasing to 51.7% over the past decades. Most economic immigrants come through an Express Entry program, such as the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), or the PNP. Also, few immigrants come to Ontario through family-class sponsorship.
The data provided by the Financial Accountability Report of 2021 shows that 83% of working-age immigrants in Ontario were employed in the services sector.
