Quebec introduces new scoring system for Arrima Expression of Interest profiles

Quebec’s immigration authority has publicized a new scoring system for Arrima Expression of Interest profiles. This information will help us to know how it will rank profiles in the Arrima Expression of Interest bank.

The new scoring system is applicable from July 14, 2021, and is officially published in Quebec Official Gazette.

It follows two categories which include Human capital factors and Quebec labor market factors.

Human capital factors

  • French language skill
  • French and English combined
  • Age
  • Work experience
  • Education

Quebec labor market factors

The MIFI (Ministry of Immigration, Francisation and Integration) states that the new system will analyze the labor market needs and assess a candidate’s integration potential.

A sum of 1,320 points is available, including human capital factors (580 points) and the Quebec labor market factors (740 points). It also has several sub-categories points in which the spouse or common-law partner of the main applicant are included.

The Quebec's scoring system highlights employment opportunities outside the Montreal metropolitan area, for which it allotted 380 points. At the same time, the employment opportunities within Montreal account for 180 points.

The new Quebec scoring system provides CSQ - Quebec Selection Certificates within six months, i.e., after receiving the complete application forms. With this CSQ, candidates can apply to the Federal Government for PR (Permanent Residence).

It adds the Quebec system into the federal Express Entry system with a scoring system for the profiles submitted.

1)Human Capital Factors

 It has a maximum score of 580 points.

  1. a) French language ability

The level of scoring system is based on the Quebec Scale of Proficiency in French for Adult Immigrants or its equivalent.

The levels in this combination are given based on the Quebec Scale of Proficiency in French for Adult Immigrants and the Canadian Language Benchmark, or their equivalent, in four sub-levels: listening, speaking, reading, and writing.

  1. d) Work experience

The candidate should acquire five years of experience (before the date of the expression of interest) in a profession. Moreover, the profession should be in the National Occupation Classification and paid or unpaid Internships, apprenticeships, training, or specialization while pursuing a diploma.

  1. e) Level of education

The candidate should hold the diploma before the date of submitting the expression of interest. If the individual posses a professional high school diploma from Quebec or a post secondary diploma in Quebec, the duration for these courses should be at least 900 hours. When the candidate holds more than one diploma, then the one with highest score will be considered.

2)Quebec labor market factors

  1. a) Work experience in a field with a labor shortage

Points are added to the work experience, if the candidate's profession is classified within the National Occupation Classification. The candidate should possess five years of work experience prior to the  date of the expression of interest.

This also includes recognition by professional order or regulatory body, diploma, or equivalency qualification obtained in abroad.

The candidate should hold the diploma before the date of submitting the expression of interest.
