In the latest selection draw held on 19th August, Quebec invited 444 foreign workers for a Quebec Selection Certificate. The invitations were issued under the Quebec Skilled Worker Program.
Eligible candidates had lodged an EOI in Quebec’s Arrima system. These candidates had their previous application cancelled under visa changes that Quebec introduced on 16th June 2019.

The Arrima portal was introduced in 2018 to manage the online EOIs for the Quebec Skilled Worker Program.
An EOI is not a visa application but a way to notify the Quebec Govt. that a candidate is interested in a Quebec Selection Certificate (CSQ). A candidate who has received a CSQ can apply for Permanent Residency in Quebec, as per CIC News.
Quebec earlier followed a first-come-first-served system which was replaced by the online EOI system. The EOI system awards points to candidates based on factors like education, age, areas of training, French proficiency, work experience etc.
Candidates receive an invitation based on their score and also on the labour shortage in the province’s outlying regions.
Candidates who obtain a CSQ can apply for Canada Permanent Residency through IRCC. The IRCC will verify the health and character requirements of the candidates.
