The province of Quebec in Canada has held its latest provincial draw, the fourth Quebec draw to be held so far in 2021.
On May 27, 2021, Quebec’s Ministry of Immigration, Francisation and Integration [MIFI] issued a total of 90 invitations to foreign workers to apply for their selection for Canadian permanent residence through the province.

The previous Arrima draw was held on April 29, 2021.
The Arrima portal of the Quebec government aims at an enhanced alignment between immigration and the requirements of the labour market in the province.
Quebec is the only Canadian province that is not a part of the Provincial Nominee Program [PNP]. Under the Canada-Quebec Accord, the province of Quebec has a comparatively greater autonomy over the selection of newcomers into the province.
The Express Entry system of Canada is also not applicable for Quebec. A candidate that wishes to settle in Quebec as a permanent resident cannot take the Immigration, Refugees and Citizenship Canada [IRCC] Express Entry route.

Instead, those looking at taking up Canada PR and settling within Quebec will be required to go through the Quebec Skilled Worker Program [QSWP].
A 2-step process, Canada PR via the QSWP involves applying to the Quebec government for a Certificat de sélection du Québec or CSQ. This is also commonly referred to as a Quebec Selection Certificate.
Once a Canada immigration hopeful is successful in acquiring a CSQ, they can then proceed to applying to IRCC for their permanent residence in Canada.
In the May 27 Quebec draw, invitations went out to candidates that fulfilled any of the 2 conditions given below –

Been staying in Quebec as “as a diplomat, consular officer, representative or official, duly accredited, of a foreign country or of the United Nations or any of its agencies or of any intergovernmental organization of which Québec or Canada is a member and who carries out official duties in Québec, or is a member of the staff of any such diplomat, consular officer, representative or official” [as per Section 26 of Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3)] |
With the latest draw, Quebec has issued a total of 476 invitations to apply in the 4 Arrima draws held so far in 2021.
