Quebec’s Pilot Program for Orderlies Comes into Force

As per an official communication by Quebec’s Ministry of Immigration, Francisation and Integration [MIFI] dated March 31, 2021,the permanent immigration pilot program for orderlies has come into force.

Quebec’s pilot program for orderlies allows an individual to settle in Quebec permanently if they are a temporary foreign worker already working in the province as an orderly.

The announcement of the implementation of the program comes as enacted by the Quebec Official Gazette on March 3, 2021.

For 2021, the application reception period for the pilot program for orderlies is open from March 31 to October 31.

Of the 3 new permanent immigration pilot programsearlier announced by Quebec, 2 have come into force and are accepting applications.

The pilot program for food processing workers came into force on March 24, 2021.

The 3rd pilot program of Quebec targeted at “workers in the artificial intelligence, information technologies and visual effects sectors” is scheduled to be launched on April 22, 2021.

Quebec’s pilot program for orderlies aims at attracting to as well as retaining in Quebec temporary foreign workers that have work experience as orderlies. The new pilot program for orderlies is aimed at reducing the significant labour shortages in the profession.

Quebec has been looking at nurses overseas for filling shortages within the profession in the province.

As per the “Regulation to make three permanent immigration pilot programs” — Order number 2021-002 of the Minister of Immigration, Francization and Integration dated February 19, 2021 — for the purposes of this program, the term ‘orderly’ and ‘profession’ would mean the profession as per National Occupational Classification [NOC]Code 3413: Nurse aides, orderlies and patient service associates.

The maximum number of foreign nationals that might be selected under any of the 3 Quebec pilot programs is 550 per year.

All the 3 pilot programs of Quebec will run until January 1, 2026.

Quebec’s permanent immigration pilot program for orderlies – Selection conditions
Component I – Work	Component II – Studies-Work
·         Hold a diploma related to the profession that had been obtained at the end of a program of studies testifying a minimum of 1 year of full-time studies and corresponding minimally to a Quebec vocational diploma ·         Have held employment in Quebec as orderly or employment in basic care to individuals in health sector outside Quebec for a duration of a minimum of 24 months in the previous 36 months of filing application, at least 12 months of which period had been as orderly in Quebec	·         Hold a Quebec vocational diploma, obtained in the 24 months prior to the date of filing application ·         Have held employment as orderly in Quebec, for a duration of at least 12 months following the date on whichthe program of studies ended ·         Not hold a scholarship imposing a condition to return to their country at the end of the program of studies or have complied with that condition

The general selection conditions for the program include – complying with the condition of stay in Quebec, actually holding employment as an orderly in Quebec etc.
